北京三天退票40余万张，说好的“一票难求”呢？

北京铁路局相关负责人27日透露，1月24日、25日、26日三天，该局退票数量达到407362张。其中开车前48小时以上退票215316张，占退票总数的52.9%。(1月27日天朝新闻网) 三天退票40余万张?!说好的“一票难求”呢? 年年春运年年都说“一票难求”，为什么笔者看到这则新闻的时候，感受不到火车票有多难买呢?如果真那么难买，为什么还有那么多火车票要退掉?或者说有些人能轻而易举的买到火车票?不是说买火车票已经不叫买火车票，改叫买彩票了，要人命好、运气好才买的到吗?一下子想到这么多，笔者已经累感不爱了。 由于笔者在网上没有搜到相关资料证明北京铁路局三天能卖多少票，但是经过网络搜索发现《长江商报》在今年1月2日中报道，“春运车票开卖5天时间，武汉铁路局已累计卖出20多万张春运火车票。”虽然北京铁路局是个大局，不能简单的用武汉铁路局的相关数据来“套”在北京局身上，但是从武汉5天才卖20多万张火车票来看，北京铁路局这40万的退票率应该不低。 一面说着票难买，一面又是高的出奇的退票率，除了说明火车票貌似并没有网上说的那么难买，还引出了一个特殊的群体“占票族”，这个族的人可不比一般人，他们脑子活，接受新鲜事物快，特别是铁路部门推出了电话、网络订票后，他们更是如鱼得水。而有些公司推出的抢票软件更是让他们“如虎添翼”。这些“占票族”因为放假时间不定，担心时间确定后票没了，因此连续买几天的票，时间定了后再把没用的票退了。 以前退票费一律20%，由于退票费用过多，所以他们还形成不了火候。现在随着社会的进步，铁路部门也对退票问题进行了分析、调整，退票费由以往的话20%一刀切，出台了不同时间不同退票费的新规，即开车前48小时以上的，退票时收取票价5%的炎车票退票手续费;开车前24小时以上、不足48小时的，退票时收取票价10%的火车票退票手续费;开车前不足24小时的，退票时收取票价20%的退票费。很多人就愿意出5%的车票钱降低回不了家的风险。北京局开车前48小时以上退票215316张，占退票总数的52.9%的数据就很能说明这个问题。 “占票族”的这种行为，虽然对自己出行回家是有了多重保险，但是“占票族”的存在无疑会导致票量的紧缺，造成原本票源紧张的春运更紧张，也给铁路的运力调度带来麻烦。这种“小聪明”的行为，还是不要做的好，给上不了网的农民工兄弟留点票吧。(李鑫)
