《彩票在手奖金被领》 “明明是我中的奖，奖票还在我手上，为什么会显示已兑奖？”日前，湖北省武汉市彩民刘先生（化姓）打电话到武汉市福彩中心，反映自己于近期中得双色球三等奖却无法兑取奖金。
. n5 g' f; F3 j6 c 武汉市福彩中心经过调查了解到，刘先生中奖彩票是于汉阳区龙阳大道的42040075号站彩站购得。由于在外地出差，不能即时兑奖兑取奖金，他仅仅是将彩票票样“晒”到网上，以释喜悦。然而，这一举动却导致大奖被他人领取。
8 L. K, ? u) T; T- t x7 G 据当事彩站销售员沈先生介绍，某日接到电话，对方称自己是中奖者，并把彩票流水号等相关信息告诉了销售员，希望他帮助自己代领奖金，并许诺了不菲的报酬。“没想到是骗子获取了彩票票面信息，真正的大奖得主还并未兑奖。”沈先生坦言。! ?" v* `" p, ^3 b* ~

; I8 Z$ y# z- p! W% g 中奖彩票完好无损地保管在自己手中，奖金却被他人悄然领取……这类听似蹊跷的怪谈却频现报道，通过网络检索记者发现，相关报道中列举过多种可能造成大奖被冒领的原因。而缘起“票密码”的案件，则占据相当大的比重。

4 i5 a0 P; i' S" m* s! B: R 针对近日武汉市发生的这起“冒领”案件，本报记者第一时间与该市福彩中心取得联系，欲探明原委。而中心宣传部部长戴良军仅用只言片语便道明了事件始末：“其实情况非常简单，冒领者从网络上获知了中奖票的票面信息，然后致电一位熟识的站主，报上‘票密码’然后兑奖。‘票密码’是条形码兑奖的一种辅助兑奖形式，但是也可独立操作完成兑奖。”
; f: P3 a5 a8 q+ U" i 所谓“票密码”，即彩票上的序列号，由数字和字母组成，一般共计20个字符。每一张彩票都有一组独特的验证码，相当于彩票的“身份证”。“彩票兑奖通常分为两种情况，一是自动兑奖，就是把票放进机器里验一下，就会打出中了多少钱。另一种就是手动兑奖，电脑票的话，将彩票上的验证码输入机器，也可以实现兑奖。”戴部长向《公益时报》记者介绍道。* f, {; a* i) G- s0 X
据了解，近年来已鲜有彩站通过“密码””进行兑奖。但各地频发的冒领的案件却常与这一辅助兑奖形式有所关联。2 q1 L/ ~6 f4 n: f
[b] 明确规定 凭票兑奖[/b]
. c" I. |+ s% |4 }/ P, k4 O( S “国内多省的福彩投注机打出的彩票，均有‘票密码’和条形码双重兑奖标识，这也是在为彩民兑奖提供便利。”戴部长告诉记者，“为了避免因‘彩票密码’泄露造成的冒领，各地中心均会三令五申地要求站主坚守‘凭票兑奖’原则。”
1 i7 Z2 ?9 V8 ?/ ?, M; g 鉴于单一口头要求的力度尚不足以达到理想效果，福彩中心还要求站主回收中奖彩票，以便强化“凭票”规定，且中心还会不定期对彩站的中将票回收情况进行抽查。“此外，如在兑奖票上签字、盖章等，都是我们长期实施的严防手段。”戴部长说。

# E8 \& ]1 ~- a8 b# E 对过往冒领奖金案件进行汇总不难发现，除窃取“票密码”外，还有诸多成因使然。如今年1月，浙江绍兴同样发冒领奖金事件，而经核查后中心给出的解释为销售员兑奖操作失误：“部分彩票销售点使用的兑奖设备扫描枪较为灵敏，销售人员可能存在连续两次扫描兑奖彩票的情况。这样一来，随后兑奖的彩票便会被冠以第二次扫描的结果，即已经兑奖。”; c6 u+ s% v; t9 u. x+ P! M
而在2010年广东一彩民向深圳福彩中心投诉彩票大奖被冒领后，中心负责人给出的成因猜测更加丰富。如，兑奖彩票未被彩站标记或回收；中奖次彩票回收后被丢弃；某张彩票的条形码出现问题，站主在为其兑奖输入“票密码”时，误输成这张中奖彩票的号码… |
