8 @; k; I; j9 }4 l0 S5月11日下午3时许，一名满面愁容的妇女匆匆跑进广西边防总队凭祥市那艾边防派出所报警称“自己被骗了”。民警询问得知，该妇女名叫陈某，是凭祥市火车南站附近一福利彩票投注站的工作人员。当天中午，陈某在为一名中了500元钱的彩民兑换奖金后，发现那张中奖的彩票是涂改拼接的。稀里糊涂给人骗了500元奖金，家境并不宽裕的陈某“很郁闷，请求派出所帮追回被骗的奖金”。 0 h7 d9 U, q. y8 E
1 O+ L& Y/ ^' Q* p* Z' x5 B- ~& W派出所民警经过认真分析，认为造假彩票的人肯定贪心且缺钱用，一次兑奖成功估计还会有第二次兑奖的可能。于是，民警迅速将情况通报给辖区各福利彩票投注站，提醒投注站工作人员“若发现可疑情况，立即报警”。 6 K; W1 C3 g& y9 Y1 P

果然不出所料，5月16日中午，一男子拿着“中奖”500元的彩票来到凭祥市凭祥镇南山开发区彩票投注站兑奖。由于前几天接到派出所民警的通报，工作人员兑奖时多了个心眼，在仔细查看那名男子的中奖彩票后，发现中奖彩票有涂改拼接的痕迹。工作人员不动声色，借上洗手间之机，迅速拨通了那艾边防派出所值班室报警电话。

接警后，办案民警迅速赶往案发现场，并在投注站工作人员的配合下，当场抓获一名可疑中年男子。经审讯，该男子自称姓苏，今年36岁，是凭祥市友谊镇人。苏某交代，由于自己长期吸毒，没有固定工作，家产早已被其败光。为筹措毒资，苏某便想出了涂改拼接彩票兑奖的歪主意。几天前，苏某用自己精心制作的“中奖”彩票，成功兑奖500元。偶然得逞后，初尝甜头的苏某胆子更大了，他又精心涂改拼接了一张彩票到另一彩票投注点兑奖，不料被民警抓了个正着。 ' u! N3 m! x1 q) J+ ~" T
