出纳Dubo输百万公款自杀 局长被判玩忽职守

现在网消息 女出纳沉迷Dubo不能自拔，利用单位的财务漏洞，两年多挪用公款118万元，后因无法归还而畏罪自杀。昨日，记者从安陆市法院获悉，该单位的原负责人被判犯玩忽职守罪。

傅某原是安陆市机关事业单位社会保险管理局局长，并兼管该局财务工作，邹某时任该局财务股股长兼会计。: k: r" D: {1 d2 c% U

傅某在任职期间，违规使用内部收据直接收取并延压社会保险费，利用违规保留的“基金收入户”进行过渡转存，并将违规套取的3名退休人员工资，作为账外资金交由女出纳高某保管。在日常工作中，傅某和邹某并未认真履行对财务股的监管职责，长期疏于财务管理，致使财务工作长期管理混乱。2 o* @5 m9 |' k7 M- E

而沉迷Dubo的出纳高某，输光了自己的积蓄后仍无法自拔。见单位财务存在漏洞，遂把双手伸向公款。8 I g9 c9 b6 t/ A, B

2008年至2010年间，高某多次挪用公款共计118万元，期间傅某和邹某并未觉察。由于翻本无望，高某无法归还这笔钱，事情暴露后于今年5月20日畏罪自杀。9 k* Q9 I ]8 ?2 s4 T5 d: y
# ^1 \- P1 y( ?2 W( W1 f8 V随后，傅某、邹某投案自首。7月23日，傅某、邹某被检察机关以涉嫌玩忽职守罪提起公诉。

法院认为，傅某不认真履行对财务股的监管职责，给高某挪用公款提供了便利。邹某不认真履行财务股的管理职责，及会计岗位的核算和监督职责，致使高某挪用公款没有得到有效监督。% Y# Q- X% ^: {5 i4 L: V! L8 b ~

鉴于两人认罪态度较好，且有投案自首情节，法院依法减轻处罚，遂判决两人犯玩忽职守罪，免予刑事处罚，两人当庭表示认罪服判。 |
