肯尼亚短信彩票违规被调查 运营公司人去楼空

本月初，肯尼亚流行的短信彩票由于在广告宣传等方面使用目前肯尼亚流通货币的图案被肯尼亚中央银行叫停。彩票管理局还将运营商弗林特公司告上法庭，索要高额违约金等款项。并威胁吊销其营业执照。之后，彩票运营商终止了这一彩票活动。目前，肯尼亚刑警部门正在调查这一彩票的具体操作流程以及账目，以查找是否有违规行为存在以及抽奖过程是否公正。JC还调取了通信运营商Safaricom公司的数据库中的资料，以确定这一短信彩票的发型规模和具体参与者，以便进行取证工作。

5 L& Q# g- H6 M8 r% K7 k" {这种彩票抽奖活动在肯尼亚十分流行，每张彩票价值69肯尼亚先令(约合6元人民币)。彩民发送相关短信到6969这个号码参与彩票抽奖活动。奖品包括现金以及名牌豪华汽车等。这种彩票曾经多次在肯尼亚国内引起争议。并对肯尼亚传统彩票有很大的冲击。运营这一彩票的有几个不同的公司，但是肯尼亚警方只对“弗林特东非有限公司”进行了调查。肯尼亚中央银行上周三曾经致函该公司，警告如果继续使用肯尼亚货币的图案，将会受到高额处罚。文中说：“你们应该毫不犹豫地没有任何借口地立即停止使用该图案，任何继续使用该图案进行广告宣传等行为都将受到严厉的处罚。”据肯尼亚中央银行发言人表示，该公司使用货币图案的授权于去年11月5日就已经到期，彩票管理局下属的另一家实体公司得到新的授权使用货币图案。但是证据显示，该公司并没有停止使用。据悉，在彩票活动终止之前，该公司每日的收入约为500万肯尼亚先令。 |
