近日出台的《天朝儿童发展纲要》指出，未来10年，九成以上的社区要普及儿童之家，为儿童提供教育和娱乐等社会服务。彩票公益金对儿童活动设施场所的投入，将大大增加，充分体现彩票发行的公益宗旨。! m$ S! T0 J/ s4 }- @6 T& D, l) c

未来10年，社区需要广泛建设儿童之家，普及率将达城乡社区的90%以上。儿童之家可为儿童及其家庭提供游戏、娱乐、教育、卫生、心理支持等社会服务。这是国务院日前印发的《天朝儿童发展纲要(2011—2020年)》中提出的目标。
( W4 V2 l" g! x9 _- E% f国务院妇女儿童工作委员会表示，加大儿童活动设施，尤其是社区儿童活动场所的投入，建立以社区为基础的儿童保护工作运行机制，是下一时期一个重要的工作方向。从修建大型儿童活动场所，转变为社区型的便捷活动场所。《天朝儿童发展纲要(2011—2020年)》提出，将增加县、乡两级儿童教育、科技、文化、体育、娱乐等课外活动设施和场所，坚持公益性，提高利用率和服务质量。每个街道和乡(镇)至少配备1名专职或兼职儿童社会工作者。& C- ]6 h0 b& o1 u2 {" l
为达到这个目标，除了充分挖掘和合理利用社区资源，动员学校、幼儿园、医院等机构和社会团体及志愿者参与儿童保护工作，还需将儿童活动设施和场所建设纳入地方经济社会发展规划，增加彩票公益金对儿童活动设施和场所的投入，尤其是加大对农村地区儿童活动设施和场所建设的扶持力度。

其实，早在《天朝儿童发展纲要(2011—2020年)》出台前，彩票公益金对儿童活动设施建设已有很大支持。8 l2 B) k4 \2 Y) m+ x! C

1 u. }4 E0 R' e4 Z# a3 q$ g S今年6月22日，财政部和教育部联合发文，制定了《中央专项彩票公益金支持示范性综合实践基地项目管理办法》。《办法》指出，从2011年至2015年，由财政部和教育部安排利用中央专项彩票公益金，进行示范性综合实践基地建设。计划5年间投入30亿元，建设室内综合实践区、室外劳动实践区、综合训练区、生活区等基本功能区，以及可容纳集中食宿、开展学工学农、生命安全教育等综合实践教育活动的公益性场所，以推进中小学生素质教育。% H6 l+ P& n% r. u, [ W+ ?! h
目前，中央彩票公益金支持青少年校外活动场所建设已经进入第三阶段。前两个阶段分别是：2001年至2006年，中央彩票公益金拨款40亿元；2008年到2010年，中央彩票公益金拨款30亿元。在前两个阶段中，中央彩票公益金共支持建设了青少年校外活动场所2526个。在今年开始的第三阶段，青少年校外活动场所建设一如既往地获得了中央专项彩票公益30亿元的支持。 |
