近日，河南省民政厅、省财政厅联合下发《关于建立健全城乡困难群众临时救助制度的通知》，《通知》强调突发事件的困难群众可获得彩票公益金救助。除河南外，广西、河北等省（区）在公益金使用方面也出台了一些新举措。

( [7 n0 g! N) g& ?' g* x1 g- u河南省民政厅、省财政厅联合会签的《关于建立健全城乡困难群众临时救助制度的通知》近日下发。这就意味着，今后，凡该省遭遇突发重大疾病、火灾、交通事故等困难家庭，可以向当地ZF申请临时救助。而彩票公益金将成为求助资金的重要来源。/ v9 z8 r* _* o$ \0 a* S4 K' Y
《通知》指出，各县(市)区ZF在每年财政预算中安排必要的临时救助资金；临时救助资金通过ZF投入、彩票公益金和社会募捐等方式筹集。包括城乡居民最低生活保障对象；家庭月人均收入低于当地城乡低保标准的边缘困难群众；居住在本行政区域内的人户分离困难家庭人员；当地人民ZF认定的其他困难人员的四类人群可申请该求助。! [/ {1 O9 d9 I' R7 ]1 S7 A
竞选确定扶贫试点县, x) [. m+ U) R5 o$ N- ^# p
近日，广西壮族自治区利用中央专项彩票公益金支持革命老区整村推进项目试点县竞选会议在南宁召开。根据评定，最终确定巴马县、德保县、乐业县作为此次广西利用中央专项彩票公益金支持革命老区整村推进试点县。广西在2010年首次获得中央专项彩票公益金支持贫困革命老区整村推进项目以来,今年再获专项资金4500万元，用于3个县30个村开展整村推进工作。为进一步发挥项目资金效益，该区财政部门创新财政支农新机制，采用公开竞选方式确定项目试点县。
$ Y8 M. h7 u) m4 N1 t: |6 h/ y3 m竞选由自治区财政厅、扶贫办分管领导组成的竞选工作小组，负责研究制定竞选方案。先从全区符合条件的27个县中初步筛选出参加该专项竞选的9个候选县。最终确定3个受助名额，向社会公示。包括竞选范围、原则和条件以及评分标准、评审程序的详细内容，还将以书面形式抄送国家财政部、国务院扶贫办备案。

8月2日，广西福彩发行中心将分4年向广西见义勇为基金会捐款福彩公益金250万元。据悉，这是广西义基会首获地方福彩公益金资助。“这也是多年来义基会得到的最大一笔来自企事业单位的捐助。”该基金会秘书长古忠诚告诉记者。今年，福彩中心将向义基会捐助100万元，往后连续3年，每年捐助50万元，至2014年共捐助250万元。; }; @* D0 `' q. u( `/ V7 Q2 P
目前，该基金会确定捐助对象的方式主要包括困难个人直接申请、基金会发现以及基层组织推荐三种。, f$ M" ^- [3 q" ~4 C
五院合一提高公益金效能" f& u$ u$ q1 v( H) N
河北省顺平县打造的集光荣院、敬老院、福利院、军休干服务中心、优抚医院为一体的“五院合一”敬老养老模式，通过整合有限的资源，有效提升了养老机构的社会效益。6 ]) ^% v3 O/ D
据了解，五院整合后全县共减少管理班子5个，减少管理人员22名，每年可以节约管理运行费上百万元。
q" C; B5 a H0 G$ k& ?, ]目前，该项目已被列为民政部“霞光计划”项目、社会福利中心项目、天朝福利彩票发行管理中心爱国主义教育基地。2008年以来，顺平县民政事业服务中心共整合五保供养机构建设资金、光荣院建设资金、优抚医院建设资金、军休所修建资金、老区建设资金、福利公益金等可用资金1364万元。这些资金集中捆绑使用，为“五院合一”项目的顺利建设和实施奠定了坚实的基础。 |
