41岁的刘某痴迷彩票，先后投资4万余元买彩票，可是每次都是血本无归。为了实现自己的发财梦，刘某居然自己制造工具，涂改彩票，到彩票投注站兑换奖金，先后作案11次，骗取奖金1万余元。8月31日，刘某拿着涂改后的彩票到费县探沂镇某投注站再次实施诈骗时，被费县公安局探沂派出所的民警当场抓获。

T" ^1 I8 P 刘某是临沂市兰山区人，在一家工厂打工，自己一个人每月有2000多元的收入。可是刘某梦想着痴迷彩票，梦想着彩票能够中奖发大财，自2004年以来，刘某将自己在工厂打工辛辛苦苦赚来的血汗钱全部投到彩票投注站，对一种叫“刮刮乐”的彩票情有独钟，期盼着能够中大奖，发大财。“刮刮乐”上面的奖项都是商家事先印制好的，共分为3项：自己的环数、对方的环数、奖金数。买主买回彩票后，用工具将彩票刮开，如果自己的环数大于对方的环数，就能兑现奖金。看似很简单的奖项，刘某的运气却是特别差，先后投入了4万多元买彩票血本无归。为了实现自己的中奖梦，刘某投入了大量的时间和精力研究彩票，这时他发现，彩民在刮开彩票时，常常有涂刮不均匀，导致彩票上数字不清晰的现象，他认为自己找到了可乘之机，想方设法投机取巧，“改变”彩票。9 {4 {+ F2 e4 w' ^/ y
2011年6月的一天，他终于找到了一种中奖的方法：购买彩票的自己环数如果小于后面的对方环数，他用特制的小钢签将彩票上对方的环数划掉痕迹，然后用水笔改成比自己的环数小的号码，这样就达到中奖的目的，为了掩人耳目，他还故意用钢签将彩票上的号码擦掉，让人误以为是彩民刮奖时，不小心将数字刮的不清晰。由于经常买刮刮乐彩票，刘某知道，投注站的老板能根据店里一张彩票的号码，推断出其他彩票的号码，为了实施诈骗计划，他常常将彩票站的全部刮刮乐彩票买下，在家中涂改完毕以后，再到另外一家彩票站，购买所有的刮刮乐彩票，装作当场刮开，趁老板不注意，就趁机偷梁换柱，将涂改好的彩票拿出来，让老板兑奖。由于这种彩票不用登记姓名，即时兑现，刘某很容易得手，先后流窜作案10起。当投注站老板到市彩票中心验证时，特制的机器证实彩票是涂改的，投注站老板只好自认倒霉。发现多次涂改中奖的彩票后，市彩票投注站发布了预警信息。8月31日下午，当刘某第11次来到探沂镇某投注站，想以同样的方法实施诈骗时，被细心的老板发现了彩票是涂改的，并且及时拨打了110电话报警。
